The App: Reunite

Summary: The iPhone app, "Reunite", is designed to help provide structured information by email to the People Locator service offered by the U.S. National Library of Medicine (NLM) part of the U.S. National Institutes of Health.
The app is primarily intended for medical aid and relief workers that are assisting in family reunification efforts after a disaster, but may also be used by the general public to report missing and/or found people to the site. NLM's Web site service will also populate relevant Person Finder services, such as one that has been maintained by Google, created after the earthquakes in Haiti and Chile in January and February 2010, respectively.
Users can choose to take a new photo of a found person seeking reunification using their iPhone's camera or use an existing image from their camera roll/photo library to report a missing person.
They are then able to tag certain information about the person in the photo. The following fields, all optional, can also be provided:
- Given Name, Family Name
- Health Status: (Alive & Well / Injured / Deceased / Unknown)
- Gender: (Male / Female / Unknown)
- Age, Age Range
- Location Status: (Missing / Known)
- Last Known Location (if missing) / Current Location (otherwise)
- Address with/without use of Google Maps that uses the device GPS
- ID Tag: Automatically generated by default, but editable.
- Additional text notes/comments
- Voice notes (up to 30 seconds)
- Image tags (up to 4) that could be used to identify people, places, things, etc.
- GPS Location
- Date and time
The tool has language support for French and Spanish in addition to English and is based on "Found in Haiti" app that was developed by us specifically for family reunification efforts after the January 2010 earthquake in Haiti. Following on its theme of family reunification and after feedback from various interested parties, the tool has been enhanced and generalized to support family reunification after future disasters.

When you first launch the application, a Notice page will appear. Please read through the text. You can scroll up/down the text by swiping with you finger, and select the 'Continue' button.
An email message will be generated that will send a confirmation message to the application support staff. Please select 'Send' to confirm and send this message.
The Notice is also available from the 'About' page of the app.

The National Library of Medicine (NLM), part of the National Institutes of Health, U.S. Department of Health and Human Services, has in its mission the development and coordination of communication technology to improve the delivery of health services. This app is designed to ease uploading personal information about missing (and found) people to NLM's Haiti Earthquake People Locator (HEPL) service. This service is being provided for the explicit purpose of assisting in locating victims of the Earthquake in Haiti (2010) and studying the utility of such tools in responding to disasters. Submission of information using this app is voluntary. All submitted information will be made publicly available. Data stored using this tool may not be moderated and will be searchable by all visitors to NLM's HEPL Web site. Note that the sender's personal identifiers such as email address and iPhone device ID will not be included on the Web site but will be retained by NLM . Further, the information may be disseminated to other agencies and institutions assisting the effort to locate missing people. Meanwhile, if you hear from the person you are concerned about, please follow instructions at the HEPL Web Site. Additionally you may also wish to use the Haiti Earthquake Person Finder maintained by Google, or resources at the U.S. Department of State.

This screen displays a table that shows a list of all the records created
- Each record is color coded according to the event, described in the 'Color Legend' screen. See Figure 6a.
- Select a row to view/edit to see the 'Review Record Details' screen. See Figure 4a.

3. Edit Record Details

This screen allows you to edit details about a particular person. You may edit each of the following fields:
- Image - Attach/remove an image to this record. See Figure 3b.
- Name - Edit person's name
- Gender - Select person's gender
- Age - Edit person's age. See Figure 3c.
- Person Missing - Select whether person's location is known or unknown
- Health Status - Select person's health status. Enabled only if the 'Person Missing' option is set to 'No'.
- Last Seen At - Specify last known/current location. See Figure 3d.

This screen allows you to attach or remove an image to this record. No changes will be made to your device's photo library.

This screen allows you to edit the age field for this person.

Figure 3d - Last Location Screen
This screen is used to edit the last known/current location for the person. You may:
- Edit fields directly by tapping on each field
- Save the entered location
- Load a previously saved location
- Pinpoint a location on a map to fill fields automatically (network connection required)
- Clear all the fields

Figure 3e - Map Screen
This screen is used to specify a last known/current location using a map. The default location will be your device's current GPS location.

This screen allows you to add/remove an audio recording to the record. You may:
- Create a new voice note
- Playback an existing voice note
- Delete an existing voice note
- Identify the speaker of the voice note
The maximum duration of the voice note can be set in the 'Configuration' screen. See Figure 5a.

Figure 3g - Image Tags
This screen allows you to highlight and tag certain areas of the photo with text. You may:
- Create new tags
- Delete existing tags
- Edit the tag's text
The maximum allowed number of tags can be set in the 'Configuration' screen. See Figure 5a.
4. Review Record Details

This screen displays entered information. You may:
- Email this record to NLM's 'Earthquake in Haiti-People Locator' (EHPL) and/or to an email address of your choice
- Edit the person's details
- Add an audio voice note
- Add tags to the image
- Attach/remove the image

Figure 4b - Email Record
This screen allows you to send a pre-formatted email contained all the information about the person. If they exist, the record's image and voice note file are attached automatically.
The "To recipient" address field is pre-populated with the EHPL email address, but you may add or remove email addresses from the To, Cc, and Bcc fields if necessary.
You may edit the recipient list permanently by going to the 'Edit Email Recipients' which is accessible through the 'Configuration' screen. See Figure 5a.
5. Configuration

- Quick Start - Toggle the option to decrease the App's load time
- Email Options - - Load the 'Email Edit' screen which allows you to edit the recipient list when sending emails in this App (Figure 4b). See Figure 5b.
- Quick Start - Toggle the option to decrease the App's load time
- General - Load the 'Database Options' screen which will allow you to email or delete the entire database. See Figure 5c.
- Event Name - Load the 'Event Name' screen which allows you to select the 'Event' to which all new records will be assigned. See Figure 5d.
- Photo Tag Number - Select the maximum number of allowed image tags. See Figure 3g.
- Photo Tag Help - Enable/Disable the help message in the 'Image Tags' screen.
- Voice Note Max. Time - Select the maximum length in seconds allowed for the voice note recording.

Figure 5b - Email Edit
This screen allows you to add or remove recipients that will be automatically added to the To, Cc, and Bcc fields when emailing records.
- Touch the 'Edit' button on the top-right corner to add or delete emails.
- Then touch 'Done' to leave add/delete mode.
- Now you may edit each email by selecting its row. You have the option of picking an email from your address book or manually entering the email.

This screen presents options for the database of records stored on your device. You may:
- Send the database file using email
- Delete the entire database, including all images, and voice notes.

This screen allows you to select the 'Event' to which all new records will be assigned. This designation corresponds to the color codes seen in the 'Main Menu' (Figure 2a) and the 'Color Legend' (Figure 6a).
The List of Events is obtained from NLM's People Locator Web Service.

This screen displays the list of Events that are used to categorize each record. Each record displayed in the 'Main Menu' screen (Figure 2a) is colored according to this key.
